Pune, May 20 – To achieve the goal of a developed Maharashtra, it is essential to focus on the capacity development of every officer and employee. The preparation of a Capacity Building Framework is an important step in this direction. Officers should give serious attention to this initiative and take joy in their personal growth by learning new things alongside their duties, appealed V. Radha, Additional Chief Secretary, General Administration Department.

She was speaking at a workshop organized at the Yashwantrao Chavan Academy of Development Administration (YASHADA) to review the progress of the Capacity Building Framework. The workshop was attended by YASHADA Director General Dr. Suhas Diwase, Deputy Director Sachin Kalantre, Deputy Secretary of the General Administration Department Neeta Shinde, Head of the Digital Learning Lab Kalyani Gokhale, Director Shahuraj More, and other officials. Mrs. V. Radha said that while preparing the framework, consideration should also be given to the capacity building of employees at the grassroots level of administration. Training schedules should be designed by considering the skills, technology, and competencies required for each post. Duties and responsibilities should be clearly defined for every position, and the framework should be developed accordingly. A training framework should also be prepared to help employees gradually acquire functional and behavioural competencies at different stages. Expressing confidence in the initiative taken by officers to prepare the Capacity Building Framework using Artificial Intelligence, she stated that Maharashtra would emerge as a leader in capacity-building programmes. She further said that the initiative would prove beneficial in delivering better public services through improved efficiency and thereby help move the state further on the path of development.

Dr. Diwase also guided the participants on the occasion. He said that the Capacity Building Framework should be designed with a role-based approach to administration rather than a rule-based one. Since this training framework will be linked with promotions and service-related matters, it should be prepared with utmost precision.

During the workshop, Mr. Kalantre provided guidance on preparing the Capacity Building Framework and addressed the queries of the officers. Officers from various departments also presented the frameworks prepared by them.
